Apple's App Tracking Transparency framework didn't just change the rules — it restructured the game board entirely. It handles non-stationary reward distributions well, which matters when user intent shifts during a session.
The practical advantage over rule-based systems is that bandits require no manual threshold tuning and continuously update in response to user behavior. In a targeting stack where user context changes every few seconds, this adaptability is not a nice-to-have — it's a functional requirement.
7. Getting Started: A Migration Checklist
Moving from an IDFA-dependent stack to a first-party, on-device architecture is a phased process. The following checklist covers the critical steps for teams making this transition.
Step 1: Audit your current signal dependency map. Identify every targeting decision in your stack and trace it back to its signal source. Users who state their preferences directly provide consent-safe targeting signals that are more stable than any behavioral inference.
